dcterms.abstractThis dissertation consists of two chapters. The 1999 to 2010 data from the Medicare Current Beneficiary Survey are used in this dissertation. The first chapter empirically analyze the role of labor supply and Medicare secondary payer on Medicare costs, taking into account the recent evolution of labor supply and the implementation of the 1983 Social Security reform. The labor force participation rate of Americans 65 years and older has sharply increased since the mid-1990s. These increases have been accompanied by an increasing number of Older Americans covered by current employer-provided health insurance plans. For those covered workers, Medicare becomes secondary payer of their health expenditures, resulting in lower Medicare costs for the system. The second chapter empirically addresses the evolution of delay enrollments into Medicare, as well as the role of delay enrollment on Medicare costs, taking into account the existence of enrollment penalties and the recent evolution of labor supply among Older Americans. The current penalties might be reconsidered by policy makers, given the fact that with the implementation of the ACA a higher proportion of Americans will reach age 65 with better health coverage and better health investment habits.
